The Work Capability Assessment: Improvements we have made to support our customers

Atos Healthcare - a group of people chatting - mental health improvementsBack in 2010 the Department for Work and Pensions (DWP) asked Professor Malcolm Harrington to carry out an independent review of the Work Capability Assessment (WCA) for Employment and Support Allowance (ESA).

As part of his review he made a number of recommendations which Atos Healthcare has accepted and implemented on the ground.

We have made changes which help our customers understand the assessment process better and we have helped our staff to share their experience and expertise in supporting customers with mental health conditions.

So what improvements have we made?

Our Customer Charter

In 2011, we created our Atos Healthcare Customer Charter. The Charter includes a number of commitments we make to our customers. They are the guiding principles that we follow when we carry out each and every WCA.

Our Charter set out our commitment to:

Carry out fair, accurate and objective assessments on behalf of the DWP

Treat all our customers with respect

Provide access to assessments appropriate to customer needs

Protect personal information

Use fully qualified and approved healthcare professionals

Customers with mental health conditions

We have put in place a network of Mental Function Champions to spread best practice across the business and offer advice and coaching to other professionals carrying out WCAs.

We invited leading external experts in mental health to help us shape the role for the Mental Function Champions, and we now have 60 Champions.Atos Healthcare - The Work Capability Assessment and our Customer Charter

They work alongside our healthcare professionals, supporting them in a range of different ways. They offer specific advice by phone and they’re on hand to help out in assessment centres.

The Mental Function Champions have made a big difference. They renew their skills and knowledge on a regular basis and are building positive relationships with local mental health teams.

Still more to do

We have made some significant improvements since Professor Harrington’s first report came out in 2010. But we aren’t stopping there. A second report was published last year and a third is due towards the end of 2012. We’ll continue to support Professor Harrington’s work and will carry on making improvements to ensure the part of the ESA process that we deliver is as straightforward as possible for all our customers, especially those who need the most support.

Harrington Report: Training, Quality Audit and Consistency

Following on from previous blog posts referring to the quality standards and training initiatives of Atos Healthcare Professionals in the delivery of Work Capability Assessments for the Department of Work and Pensions (DWP), this post provides further analysis of these areas by drawing on the findings of Professor Malcolm Harrington’s year two Independent Report.

Delivery of Atos Healthcare training

There is a clear need for appropriate levels of training (technical, non-technical) when undertaking face-to-face assessments with customers. Atos Healthcare Professionals (doctors, nurses and physiotherapists), all of whom are involved in the delivery of Work Capability Assessments (WCAs) for the DWP, are required to undergo a range of mandatory training initiatives, both on entry to and during their time with Atos Healthcare, which aims to uphold the highest standards of service delivery.

The training is based on rigorous, up-to-date medical research, and evidence produced in the recent Harrington Report shows that the training is of a high standard.

“Time was spent at an Atos Training Centre in Stoke-on-Trent and Atos training materials were scrutinised. The new recruits were eager to learn and were engaged in the training programme. The trainers also displayed good knowledge about the WCA, and were able to stimulate constructive and challenging discussions with the recruits. The scope and depth of the training materials supplied was impressive.” – Malcolm Harrington (Nov 2011)

Quality Audit

A further area of scrutiny is the use of accredited auditors by Atos Healthcare who look to monitor the performance of Atos Healthcare Professionals, in accordance with the IQAS system, with the aim of promoting a culture of continual professional development and to make key management recommendations to the DWP when required. All Atos Healthcare Professionals Work Capability Assessment reports are audited by the same group of auditors and to the same criteria and are subsequently rated on an A, B, C scale according to performance.

Professor Harrington made some positive remarks about how Atos Healthcare uses the outcome of the audit reports in their continuous improvement process:

“The proportion of B-grade reports should not be seen as negative, or be used to suggest that HCPs are below the expected quality standards. Rather this reflects a conscious effort by Atos to constantly monitor and improve HCP performance, and B-grade reports are contractually fit for purpose. This is to be commended.”

A final area of interest for Professor Harrington was whether there was a difference in the consistency of reports which doctors, nurses and physiotherapists produce. He concluded that:

“There is not a significant consistency issue between the three types of HCPs who carry out face-to-face assessments either in terms of recommendations for claimants scoring 15 or more points or recommendations for where points are scored”.

Responding to the Citizens Advice’s ‘Right First Time?’ Report

Today, Citizens Advice published a study on the accuracy of Work Capability Assessments (WCA) based on a sample study of 37 case reports collected from people who had applied for Employment and Support Allowance (ESA).

As Atos Healthcare carries out over 10,000 Work Capability Assessments each week on behalf of the Department for Work and Pensions – and supplies DWP decision makers with a report that is used, along with other information, to determine an ESA claim – we thought it would be helpful to provide some additional information. Please read on for more.

Update 2 on Professor Harrington’s Year 1 Recommendations

In November 2010 Professor Malcolm Harrington published an Independent Review of the Work Capability Assessment. In his report, the professor made a number of recommendations for improvements, some of which were aimed at the part of the process carried out by Atos Healthcare. We accepted and supported the recommendations and immediately put plans into place to implement them.

Ahead of Professor Harrington’s second report, due out this week, we thought it would be helpful to summarise what has been achieved to date for each of the recommendations. Yesterday, we covered our Atos Healthcare Customer Charter and Mental Function Champions. Today, we will cover the personalised summary statement and the pilot of recording of assessments.
